What the hell, my guess is that they probably streamlined the development and just made 1 version then port it to others. Basically they made this made this one as cheap as they can. They certainly made the XBO and PS4 versions a parity with Nintendo Switch as far as physical media goes.

I remember driving through the barely-more-than-shanties neighborhoods (especially running through backyard fences and clotheslines) like it was yesterday. Buy a GBA or 3DS for Fusion, I do have a 3DS somewhere, and I still have the Cart for Fusion as well as the Digital version on Wii U, then buy the Remake of Samus Returns, a game that was released a year after the Switch's release (and Nintendo wonder why Metroid doesn't sell well). Download size on eshop size is GB. the game will obviously have a day 1 patch update. They have used a 16GB cart so it looks like Rockstar haven't cheapened out on the cartridge size.
